Correct! (C). Section 550-8(g)(3) now requires the outlet for the water pipe heating cable to have GFCI protection for personnel. This outlet can be connected as in selection (3) or could also be connected to the load side of a bathroom GFCI by Section 550-8(g)(2). The reason for this is to be sure the occupant knows if this outlet if energized so the pipes do not freeze. And no, this is not a conflict with Section 210-11(c)(3) where it states that the bathroom receptacle circuit cannot have any other outlets. Section 90-3 tells us that Chapters 5, 6, and 7 apply to special occupancies and may modify or amend the rules in Chapters 1 through 4.
